This letter responds on behalf of both Departments. <br /> As indicated in your letter, the Board of Supervisors approved a General Plan Map <br /> Amendment and Zone Reclassification for the area located at the intersection of <br /> Woodbridge Road and State Route 99, on December 14, 1993. The General Plan <br /> designation was amended from A/G (General Agriculture, 40-acre minimum) to I-L/S.10 <br /> (Limited Industrial, with Conditions). The following conditions of approval were <br /> included with the I-L zoning: <br /> 1. Any new development projects on the parcels shall be served by public <br /> water, wastewater treatment, and drainage systems. <br /> 2. Any new or expanded industrial use shall require documentation of no <br /> increased demand upon the water supply available as of April 2, 1991, in <br /> accordance with the intent of County Water Policy R-91-973. <br /> The parcel located in the northwest quadrant of State Route 99 and Woodbridge Road is <br /> owned by Lester Calkins. Your letter stated that Mr. Calkins wanted to eliminate one of <br /> these conditions. Community Development staff and County Counsel advised you that it <br /> would be necessary to file a Zone Reclassification application in order to remove one or <br /> both conditions. Prior to submittal of a Zone Reclassification application, Section 9- <br /> 1105.2(d) of the Development Title requires that a soil suitability study be prepared and <br /> reviewed by the Environmental Health Department (EHD). The Development Title does <br /> not provide for a waiver of the soil suitability study. It would take an ordinance change to <br /> forgive the soil suitability requirement. <br />
