Sewage disposal for a mini-storage business located in the northeast <br /> quadrant of this I-L/S.10 zone is provided by a package wastewater <br /> treatment facility operated by the Arbor Mobile Home Park (19690 N. <br /> State Route 99). This wastewater treatment facility was recently in <br /> violation of wastewater discharge requirements issued by the Central <br /> Valley Regional Water Quality Control Board due to failing leach lines and <br /> seepage pits with surfacing sewage. <br /> 2. Numerous rainstorms during the past 25 years have caused severe flooding <br /> and drainage problems in the area. On at least one of these occasions, <br /> residents at the Arbor Mobile Home Park had to be evacuated by boat and <br /> 4-wheel drive vehicles. <br /> Consequently, elimination of one of the zoning conditions that could allow use of onsite <br /> septic systems for sewage disposal is contraindicated for this location. The EHD feels <br /> strongly that the current zoning condition for public services for water supply, wastewater <br /> treatment and drainage is necessary and appropriate for this conditional zone to protect <br /> the public and preclude future health and environmental problems. <br /> Should you have any questions concerning the Planning process, you may contact Kerry <br /> Sullivan, Deputy Director of the Community Development Department, at 468-3140.
