They include a truck repair business, a pallet storage business, and <br /> operation of a truck terminal. <br /> Background <br /> On December 14, 1993, the Board of Supervisors approved General Plan Amendment <br /> GP-93-7 and Zone Reclassification ZR-93-6 in order to recognize existing industrial <br /> uses. The project area consisted of five (5) parcels totaling approximately twenty (20) <br /> acres and included the following industrial uses: a personal storage facility with a <br /> sporting goods manufacturing, packing and distributing company. a truck rental <br /> company, a mobile home tire sales company and a company which recycled mobile <br /> home tires and axles. <br /> General Plan policies permitted the parcels to be formally designated as industrial on the <br /> General Plan map because of the existing industrial uses. The General Plan policies <br /> also stated that once an industrial area was recognized, the area could be allowed to <br /> expand even though it was not within a community, if a General Plan Amendment is <br /> approved. <br /> The approval of Conditions 1 and 2 (I-L/S.10) ensured that new development projects <br /> would require public services and that any new or expanded uses would require <br /> documentation that there would be no increased demand on the water supply, and <br /> remain in compliance with the intent of the County Water Policy. <br /> Environmental Health Department <br /> The Environmental Health Department indicated that in the past there have been <br /> numerous problems with wastewater discharge violations and flooding and drainage <br /> problems in the project vicinity. The Environmental Health Department is concerned that <br /> eliminating Condition 1 has the potential of allowing the use of onsite septic systems for <br /> sewage disposal that is not advisable for this location. <br /> The Community Development Department has reviewed the proposed application and <br /> will be recommending to the Planning Commission, at the meeting tentatively scheduled <br /> for November 21, 2002, that the application be denied based on the inability to make the <br /> second basis (b.) for Zone Reclassifications. <br /> Zone Reclassification <br /> Prior to approving an application for a Zone Reclassification, the Planning Commission <br /> and the Board of Supervisors shall determine that the following two (2) bases for zone <br /> reclassifications can be made: <br /> a. The proposed zone district is consistent with the General Plan, any applicable <br /> Master Plan, and any applicable Specific Plan; and <br /> b. The proposed zone district is reasonable and beneficial at the time <br /> (Development Title Section 9-812.4). <br /> The Board of Supervisors previously determined that conditionally approving ZR-96-3 <br /> was consistent with the General Plan and reasonable and beneficial at the time. If <br /> Condition 1 is removed from the I-L/S.10 zoning, the second basis for Zone <br /> Reclassifications cannot be made because the Environmental Health Department "feels <br />
