Photographs of <br /> the Site are attached as Appendix 2. <br /> p/ 2.1 Zoning <br /> The San Joaquin County Community Development Department web site' states that the <br /> Site is zoned AG-40, general agriculture with a minimum parcel size of 40 acres. This <br /> zoning designation "is established to preserve agricultural lands for the continuation of <br /> commercial agricultural enterprises." <br /> 2.2 Proposed Development <br /> No development is proposed. The current land use application involves subdividing the <br /> Site into 173 tenant-owned air space mobile home condominium units. <br /> 3.0 HISTORICAL RESEARCH <br /> 3.1 Aerial Photographs <br /> LOGE reviewed aerial photographs depicting the Site at the San Joaquin County <br /> Surveyor's Office in Stockton, California.2 The available photographs were dated 1940, <br /> 1952, 1963, 1975, and 1983. Two additional photographs, dated 2000 and 2008, were <br /> obtained from the San Joaquin County District Viewer.3 <br /> In the 1940 photo, the Site appears to be planted with vineyard. Surrounding properties <br /> appear to be primarily vineyards and rural residences. <br /> In the 1952 photo, no significant changes are apparent. <br /> In the 1963 photo, the Highway 99 Frontage Road has been constructed, defining the <br /> western side of the Site. A commercial/industrial facility can be seen to the southwest. <br /> Several new rural residences are apparent to the south. <br /> In the 1975 photo, the mobile home park can be seen on the Site, though it does not <br /> appear to be completed. The adjacent storage business to the west can be seen, as well <br /> as additional commercial/industrial sites to the west of Highway 99. <br /> In the 1983 photo, the mobile home park on the Site appears to be complete. <br /> No significant changes are apparent in the 2000 and 2008 photos. <br /> These photos are included in Appendix 3 of this report. <br /> 2 <br />
