Mr.Jerry Violett
SAN JOAQUIN COUNTY DEPARTMENT OF PUBLIC WORKS
December 8,2003
Page 2
Traffic Counts. We observed traffic in and out of each location on November 24,2003. As noted,
observations at the Java Stop in Lodi were completed with no problems. The maximum number of
vehicles into and out of the site in one hour was 204 trips observed between 7:30 and 8:30 a.m. All
of this traffic was drive-thru,and we did not see any patrons actually stop and park at the site.
Data collected at the Plantation Cafe was surprisingly similar to that collected in Lodi. The
maximum number of vehicles into and out of the site in one hour was 170 trips between 7:30 and
8:30 a.m.
TABLE 1
TRAFFIC COUNTS AT SIMILAR SITES
Java Stop,Lodi Plantation Cafe,Elk Grove
300 sf)
2 400 s
Time Trips In/Out Hourly Total Trips In/ Hourl Total
7:00 a.m. 38 - 36 -
7:15 a.m 40 - 42 -
7:30 a.m. 58 - 46 -
7:45 a.m. 42 178 38 162
8:00 a.m. 40 180 44 170
8:15 a.m. 64 204 42 170
8:30 a.m. 36 182 43 167
8:45 a.m. 38 178 43 172
Tris per 1,000 sf 680.0 70.8
4:00 p.m. 14 - 8
4:15 p.m. 12 - 8
4:30 p.m. 12 - 19 -
4:45 p.m. 12 50 11 46
5:00 p.m. 8 44 8 46
5:15 p.m. 12 44 10 48
5:30 p.m. 12 44 14 43
5:45 p.m. 4 36 8 40
Tris per 1,000 sf 167 20.0
Trip Generation Forecast. San Joaquin County guidelines suggest that a study is needed if the
number of "new" trips exceeds 50. This estimate of trip generation must account for both the
number of vehicles that enter and exit the site and the share of that traffic that is "new" to the area
street system.
