Box 1810 <br /> Stockton, CA 95201-1810 fax(209)468-2999 <br /> RE: TRAFFIC STUDY FOR DRIVE THRU ESPRESSO RESTAURANT, (PA-0300444), <br /> SAN JOAQUIN COUNTY: STUDY LOCATIONS <br /> Dear Mr. Violett: <br /> This letter summarizes our assessment of the potential peak hour trip generation associated with the <br /> Drive-Thru Espresso Restaurant at SR 99 / Jahant Road. As we have discussed, because no <br /> formal published data exists for this land use type, our work involved observation of peak hour <br /> traffic at two similar existing businesses, development of average trip generation rates based on <br /> these observations and application of these rates to the proposed project. <br /> Background Data. The normal approach to a trip generation study is to observe traffic at <br /> comparable sites, and divide the observations by an easily identifiable parameter (i.e., building sf) <br /> to develop trip generation rates. Thus it is important that the characteristics of the observed uses be <br /> similar to those of the proposed project. Two sites were identified for this review. <br /> Lodi Coffee Kiosk. The Lodi site is a relatively small (300 sf) kiosk that serves coffee and <br /> sells convenience items. The site adjoins a relatively busy intersection in Lodi. The site can be <br /> monitored easily since it is only drive-thru. The person on duty suggested the business was very <br /> busy in the morning with traffic queuing back onto the street. <br /> Plantation Cafe. The Elk Grove site is a combination cafe, bakery, and convenience store <br /> with a major drive-through coffee operation (i.e., dual aisles with long stacking available) near a <br /> very busy intersection. The building appears to be about 2,400 sf. The Plantation Cafe is directly <br /> across Elk-Grove Florin Road from Kerr Middle School, and we observed that many parents <br /> dropped their children off at the cafe in the morning before school and picked them up from the site <br /> as well. <br /> Proposed Project. The proposed project site is immediately adjoining the SB on-off ramp at <br /> the Jahant Road intersection. While there is little traffic on the country roads in this area,the site is <br /> very visible from the southbound lanes of SR 99 that carry 30,000 ADT. The proposed project will <br /> be a building of about 1,000 sf. <br />
