Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Major Subdivision No. PA-0500329 with the Findings and Conditions of Approval <br /> contained in the staff report. <br /> Findings <br /> r The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This finding can be made because the proposed Major Subdivision application may be <br /> conditionally permitted in the R-R (Rural Residential) zone, which is an implementing <br /> zone of the RJR (Rural Residential) General Plan designation. The project complies <br /> with the General Plan density requirements for the RJR designation (1-5 dwelling <br /> units/5 gross acres). There are no applicable Master Plans, Special Purpose Plans, or <br /> any other applicable plans which are within the vicinity of this project. <br /> 2 Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because the design and improvements of the proposed <br /> subdivision are consistent with the standards contained in the Development Title. <br /> Each parcel will utilize a well and septic system and will be required to retain drainage <br /> from the improved portions of the property on the site. Furthermore, access will be <br /> provided by State Route 99 West Frontage Road via a 50-foot-wide private road. <br /> 3. The site is physically suitable for the type of development proposed <br /> • This finding can be made because the lot size and width for the proposed parcels of <br /> the subdivision all satisfy the minimum lot size and width requirements for parcels <br /> in the R-R zone. <br /> 4 The site is physically suitable for the proposed density of development <br /> • This finding can be made because the project as proposed is consistent with the <br /> General Plan density requirements of 1-5 dwelling units per 5 gross acres in the RJR <br /> General Plan designation.
