Iwamiya, Senior Civil Engineer . <br /> Public Services Division �� <br /> SUBJECT: SA-95-02 (REVISION) A SITE APPROVAL APPLICATION FOR A TRUCK WASH, <br /> TRUCK FUEL AND SERVICE, KART DS1.1 FACILITY LOCATED AT THE <br /> SOUTHEAST CORNER OF SOUTH 99 FRONTAGE ROAD AND CARPENTER ROAD . <br /> (DISTRICT 4) . <br /> APPLICANT: Jimmie Winchell APN: 179-160-39 <br /> INFORMATION: <br /> The site is not located within a Federal Flood Insurance Administration <br /> Designated Flood Hazard Area. In addition, the existing San Joaquin County <br /> and City of Stockton Flood Insurance Studies, which delineates flood risks, <br /> floodplains, and floodway areas, are currently being reevaluated. The <br /> reevaluation is being conducted by the Federal Emergency Management Agency, <br /> Region IX, Building 105 , Presidio of San Francisco, California 94219, telephone <br /> (415) 923-7186 . The reevaluation may delineate additional flood risks . The <br /> official flood maps are available for review at the Department of Public Works, <br /> 1810 East Hazelton Avenue, Stockton. These flood maps will be updated when the <br /> reevaluation process is completed. <br /> Carpenter Road has an existing right-of-way width of 50 feet and a planned <br /> right-of-way width of 60 feet . South 99 Frontage Road has an existing <br /> right-of-way width of 56 feet and a planned right-of-way width of 56 feet . <br /> RECOMMENDATIONS : <br /> 1 . Encroachment permit shall be required for work within road right-of-way. <br /> (Development Title Section 9-1145 . 4) <br /> 2 . The driveway approach shall be improved in accordance with the requirements <br /> of San Joaquin County Standards R-17 prior to issuance of the occupancy <br /> hermit . <br /> (Development Title Section 9-1145 . 5) <br /> 3 . The frontage improvements for Carpenter Road and South 99 Frontage Road <br /> shall be constructed in conformance with the standards for one-half of a <br /> 60-foot right-of-way Local Commercial Street . The construction of the <br /> frontage improvements will be deferred upon execution by the owner of a <br /> Deferred Frontage and Roadway Improvement Agreement or a Secured Deferred <br /> Frontage and Roadway Improvement Agreement with a deposit equivalent to <br /> their estimated constructicn costs prior to approval of the Improvement <br /> Plan. <br />
