designation of RNL (Residential-Very Low Density) and is zoned AU-20 (Agriculture <br /> Urban Reserve-20 acre minimum). <br /> Loss of Agricultural Land <br /> According to the San Joaquin Important Farmland Map (Department of Conservation), <br /> the land proposed for development is classified as Prime Farmland. This classification is <br /> given to land that is considered the best combination of physical and chemical <br /> characteristics able to sustain long-term production of agricultural crops. The loss of <br /> approximately 5.6 acres of Prime Farmland is considered a loss of agriculture that can <br /> be mitigated to a less than significant level by providing one of the following mitigation <br /> measures listed below: <br /> 1. By providing water supply for agriculture <br /> 2. By assisting agriculturists in developing restoration and conservation projects. <br /> 3. By purchasing and combining smaller parcels to make agriculture more viable. <br /> 4. By conducting or funding flood plain restoration projects that benefit agriculture. <br /> 5. By developing or funding buffer zones between urban development and <br /> agricultural land. <br /> 6. By improving levees to protect agricultural land from flooding. <br /> 7. By conducting or funding erosion control projects that benefit agriculture <br /> 8. By clustering development of the 'Project" to support efficient use of agricultural <br /> lands. <br /> 9. By conducting or providing funding for techniques that increase production by <br /> identifying new processes, new techniques, or new crop potential on heretofore- <br /> limited agricultural production lands, i.e., converting grazing land to vineyards. <br /> 10. By conducting or funding programs that identify best agriculture management <br /> practices to increase efficiencies, such as land adjacent to wetlands, and <br /> potentially bring more agricultural land into production. <br /> By conducting or funding Urban Limit Line studies that provide for improvement <br /> of geometric shape and compactness of urban development that reduce <br /> pressure to prematurely convert agricultural lands. <br /> The applicant needs to propose a form of agricultural mitigation prior to attending the <br /> Planning Commission meeting. Please provide the proposed mitigation to the <br /> Community Development Department no later than December 3, 2003. <br /> Parkin <br /> Development Title Section 9-1015.3 states that one (1) parking spaces is required per <br /> 1,000 square feet of building space for the use type Educational Services-General and <br /> 0.20 spaces are required per student. The Religious Assembly-Community use type <br /> requires 0.33 parking spaces per seat. As a result, a total of 136 parking spaces are <br /> required. However, because the religious assembly and school activities occur at <br /> separate times, the Community Development Department has determined that the <br /> number of required parking spaces may be reduced to 108 as proposed by the applicant <br /> under Development Title Section 9-1015.9 which states that the requirements of the <br /> [Parking] Chapter may be modified by the Director in cases in which, due to the unusual <br /> nature of the establishment proposed, the requirements may be considered insufficient <br /> or excessive. <br /> 2 <br />
