Analysis <br /> Church Operations <br /> Thero osed project will employ one employee and expects to have four volunteers. Daily prayers will <br /> p p <br /> consist of five-masses throughout the day that range from 15 to 30 minutes with an expected maximum <br /> attendance of 25 people. The Friday prayer service begins at 1:00 p.m. and lasts thirty minutes. The <br /> Friday prayer service anticipates 282 people. The classrooms will operate on Sundays for religious study <br /> from 2:00 p.m. to 4:00 p.m., and the applicant anticipates a maximum attendance of 40 children. <br /> There is no school or day care facility proposed. <br /> Neicihborhood Opposition <br /> The Community Development Department has received one letter of opposition, two letters of concern <br /> and Five letters of support. The letter of opposition expressed concerns regarding noise and West Nile <br /> Virus. The letters of concern regarded traffic, services, and land use. The letters of support included a <br /> concern regarding trees on the property. <br /> Noise: A noise study was conducted by Bollard Acoustical Consultants dated December 2, 2008, <br /> because the Religious Assembly use type is a noise sensitive land use(Development Title Table 9- <br /> 1025.9 Part 1) and the proposed building lies within the 65 dBL noise contour for North State Route 99 <br /> East Frontage Road. The noise study concluded the project is not expected to significantly affect the <br /> existing or future noise environment in the surrounding community, and no exterior noise mitigation was <br /> recommended for the project since no proposed outdoor activity area is proposed. In order to satisfy the <br /> 45 dBL interior noise exposure limit, the developer shall install sound transmission class 35 or higher <br /> exterior windows and doors at the south and west facing building facades and mechanical ventilation <br /> systems should be included in the design. These mitigation measures have been incorporated into <br /> Conditions of Approval. <br /> West Nile Virus: One letter expressed concern with the potential of mosquitoes and West Nile Virus <br /> from the proposed retention pond. The Mosquito and Vector Control District has a Best Management <br /> Plan for mosquito prevention of breeding in storm retention ponds- <br /> -R � <br /> Traffic: Neighbors expressed concerns about the impact of traffic the project will have on the <br /> surrounding area. Ntraffic study dated September 17, 2008 was conducted by Kimley-Horn Associates, <br /> Inc. The Department of Public Works required a traffic study to be prepared to analyze the project's <br /> impact to traffic. The mitigation measures developed by the study include the following: <br /> • The traffic study analyzed surrounding public roads and concluded there would be a.potentially <br /> significant impact to the State Route 99 interchange with Morada Lane with the addition of the <br /> proposed project.to the Cumulative(2030)conditions. However, the State Route 99 interchange with <br /> Morada Lane is anticipated to be reconstructed, and the significant impact identified likely would not <br /> exist with the ultimate configuration of the interchange. <br /> • The traffic study recommended a narrow, raised median island along the entrance driveway to <br /> prevent cross-movement of the first parking aisle across the main entrance aisle. <br /> + Roadside vegetation shall be removed, and a 'No-Parking' zone shall be established along the <br /> proposed project's East Frontage Road frontage to preserve adequate stopping sight distance at the <br /> site driveway intersection. <br /> San Joaquin County.
