Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit No. PA-0800108 with the Findings and Conditions of Approval contained in <br /> the staff report.. <br /> findin s <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br /> applicable Master Plan, Specific Plan, and`Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> This finding can be made because the Religious Assembly- Community use type may be <br /> conditionally permitted in the C-G (General Commercial) zone with an approved Use Permit <br /> application. The project site has a General Plan designation of General Commercial-(C!G). <br /> The C-G zone is an implementing zone of the of the General Commercial designation of <br /> the General,'-Plan. The project is consistent with the goals, policies, standards, and maps of <br /> the General`Plan. There are no Master Plan, Specific Plan, or Special Purpose Plans <br /> applicable to this site. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> .proposed roadways. <br /> This finding can be made because additional public utility and sanitation systems are not <br /> required. The project will be required to be served by an on-site well, septic system, and on- <br /> site retention basin. As a Condition of Approval, the applicant shall conduct a Soil <br /> Suitability/ Nitrate Loading study indicating that the area is suitable for septic system usage. <br /> The water well and sewage disposal system will be constructed under.permit and inspection <br /> by the Environmental Health Department. The proposed retention pond will be reviewed and <br /> approved by the Building Division. Additionally, as a Condition of Approval, the applicant <br /> will establish a `No-Parking' zone along the frontage road to preserve adequate stopping <br /> i sight distance at the site driveway intersection. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> This finding_;can be made because the 2.01 acre parcel involved is of adequate size and <br /> shape to accommodate the proposed use and.all yards, building coverage, setbacks and <br /> other requirements of the Development Title.
