CONDITIONS OF APPROVAL <br /> SA-88-61 <br /> L. 6 P. COOPER <br /> All conditions of approval shall be complied with prior to the <br /> issuance of any building permits or per the requirements of the <br /> Development Agreement . <br /> 1 . Public Works Department <br /> a . An Improvement Plan , prepared by a Registered Civil <br /> Engineer , showing drainage , driveway access details , <br /> on-site parking , and grading , shall be submitted to the <br /> Department of Public Works for approval . Drainage shall <br /> be by terminal outfall to French Camp Slough. Developer <br /> shall provide revised storm drainage master plan for <br /> approval by the Director of Public Works for the drainage <br /> area documenting engineering basis for the system to be <br /> constructed . <br /> b. Services shall be provided in accordance with the adopted <br /> County Development Policies for Urban Centers with <br /> Incorporated Areas of Stockton which include public water <br /> and sanitary sewer. The first phase may be constructed <br /> with water and sewer systems , privately operated , but <br /> designed and constructed for conversion to a public <br /> system. The water well shall be constructed to Public <br /> Water Well Standards . <br /> c. Encroachment permit shall be required for work within <br /> South 99 Frontage Road right-of-way. <br /> d . The developer shall dedicate sufficient right-of-way and <br /> construct the necessary frontage improvements including <br /> pavement widening , concrete curb , gutter , and sidewalk <br /> (which may be waived by the Director of Public Works ) , and <br /> drainage facilities for the West State Route 99 Frontage <br /> Road . This shall be accomplished before employment <br /> exceeds 50 persons at the facility or by year 2000 , which <br /> ever occurs first . <br /> e . The developer shall agree to participate financially for <br /> his proportionate share of the construction of West State <br /> Route 99 Frontage Road improvements for its extension to <br /> French Camp Road including any necessary bridge widening <br /> and reconstruction . Payment of "fair share" shall be made <br /> within 30 days of County formation of the financing <br /> vehicle for these improvements . <br /> f . The developer shall agree to participate financially for <br /> his fair share of the improvements for the implementation <br /> of the Arch Sperry Specific Road Plan including the State <br /> Route 99/Arch Road interchange . Payment of "fair share" <br /> shall be made within 30 days of County formation of the <br /> financing vehicle for these improvements . <br />
