Analysis <br /> Background <br /> The site is currently vacant, and there is no history of any uses on the site. <br /> Trees <br /> The Site Plan indicates that there are oak trees of various sizes located on the site. The recommended <br /> Conditions of Approval contain provisions to ensure that future development on the property is consistent <br /> with the County's Tree Preservation Ordinance. The development is in a location that is not expected to <br /> impact any oak trees. <br /> City of Stockton <br /> On July 30, 2003, the City of Stockton Public Works Department sent a letter indicating that there is a <br /> conceptual interchange improvement design under consideration for the Morada Lane/State Route 99 <br /> interchange. This design would use the property where the fire station was originally proposed to be located <br /> as part of the interchange system. The San Joaquin County Department of Public Works reviewed the letter <br /> and determined that, based upon the information from the City of Stockton, Public Works would be unable to <br /> support the project as proposed. As a result, the Waterloo-Morada Fire District submitted a revised Site Plan <br /> that proposes to move the fire station further east on the property and remain outside the area proposed to <br /> be utilized for the interchange. The City of Stockton and the San Joaquin County Public Works Department <br /> reviewed the revised location and did not raise any concerns. The Site Plan included in the staff report <br /> represents the revised project location. <br /> Public Services <br /> The site is located in Morada Estates Municipal District 19. The district provides public water and storm <br /> drainage to the site. The district does not provide sanitary sewer; therefore, a septic tank is proposed. <br /> Caltrans <br /> In a letter dated September 24, 2003, Caltrans indicated that the driveway for the proposed project is located <br /> in an area with restricted access to the State Route 99 Frontage Road. The applicant indicates that the <br /> driveway will be moved to a location on the property that does not have restricted access.
