Analysis Background The site is currently vacant, and there is no history of any uses on the site. Trees The Site Plan indicates that there are oak trees of various sizes located on the site. The recommended Conditions of Approval contain provisions to ensure that future development on the property is consistent with the County's Tree Preservation Ordinance. The development is in a location that is not expected to impact any oak trees. City of Stockton On July 30, 2003, the City of Stockton Public Works Department sent a letter indicating that there is a conceptual interchange improvement design under consideration for the Morada Lane/State Route 99 interchange. This design would use the property where the fire station was originally proposed to be located as part of the interchange system. The San Joaquin County Department of Public Works reviewed the letter and determined that, based upon the information from the City of Stockton, Public Works would be unable to support the project as proposed. As a result, the Waterloo-Morada Fire District submitted a revised Site Plan that proposes to move the fire station further east on the property and remain outside the area proposed to be utilized for the interchange. The City of Stockton and the San Joaquin County Public Works Department reviewed the revised location and did not raise any concerns. The Site Plan included in the staff report represents the revised project location. Public Services The site is located in Morada Estates Municipal District 19. The district provides public water and storm drainage to the site. The district does not provide sanitary sewer; therefore, a septic tank is proposed. Caltrans In a letter dated September 24, 2003, Caltrans indicated that the driveway for the proposed project is located in an area with restricted access to the State Route 99 Frontage Road. The applicant indicates that the driveway will be moved to a location on the property that does not have restricted access.
