• There is no mention of improved infrastructure to the surrounding neighborhood <br /> in the Bagha application. The City of Tracy and the San Joaquin County have <br /> already stated, repeatedly,that before any further development can occur in this <br /> specific area, more power and water are needed; sewage facilities improved; <br /> police and fire protection increased; the quality and size of the roads improved; <br /> sidewalks and lighting should be installed; and that planned development should <br /> be implemented for the Naglee Road-Larch Road properties that abutt the West <br /> Valley Mall property: not a piece-by-piece uncoordinated uprising in this area. <br /> These properties lie within the sphere of influence of the City of Tracy. The City <br /> Planning Commission has extended its interest in this area. Because these <br /> properties are directly adjoined to one of Tracy's most important commercial <br /> areas, a plan of development is expected to be in place before any further <br /> individual development should occur. The Bagha application supersedes this <br /> intent. As property owners in this area, we oppose development outside this <br /> intent and without improved infrastructure to this neighborhood. <br /> • The City of Tracy has stated to us that before development occurs, we shall be <br /> annexed to the City of Tracy. Does the Bagha application infer that annexation is <br /> part of the proposed development of a religious facility in this neighborhood? <br /> These and other related concerns exist. As a resident in the neighborhood near the <br /> Larch/Naglee intersection, we believe that there are too many negative factors related to <br /> the construction of a religious facility for us to approve this proposed application at this <br /> time. As interested and concerned residents, we would like to be kept informed of any <br /> meetings and further proposals regarding our neighborhood. <br /> Sincerely, <br /> Barbara and T hreve <br />
