Analysis <br /> Land Use <br /> The proposed project is an 85-foot-high communication tower that includes seven(7)equipment cabinets within <br /> a 900 square foot enclosed fenced lease area.The Use Type"Communications Services-Type ll"may be <br /> conditionally permitted in the R-L(Low Density Residential)zone with an approved Use Permit application. <br /> The 3.60-acre parcel contains a California Water Service water storage utility tank.The parcel to the north and <br /> west are residentially developed. The parcel to the south of the project site is undeveloped land within the City of <br /> Stockton. State Route 99 is situated to the east of the project site. <br /> This project complies with Development Title Section 9-1065.4[d]that requires"new freestanding support <br /> structures to be located a distance equal to at least the height of the said structure from residential structures on <br /> adjoining properties". The nearest residences on the parcels to the west are more than 285 feet from the <br /> proposed tower and are separated by Netherton Avenue. The project must meet the required setbacks for <br /> structures within the R-L(Low Density Residential)zone. <br /> Collocation <br /> Development Title Section 9-1065.5 states that"unless shown not to be feasible for the applicant or considered <br /> not to be desirable by the Review Authority, a new wireless telecommunication facility shall collocate on an <br /> existing wireless telecommunications facility or, I an existing wireless telecommunications facility is not present <br /> within the coverage area of the proposed facility, on an existing structure or building on publicly owned or <br /> controlled property." <br /> The applicant has supplied a letter stating there are no suitable existing structures found in the immediate or <br /> adjacent areas that would allow AT&T to obtain its coverage objective.
