The Relationship Between Local Short Term Uses of Man 's <br /> Environment and the Maintenance and Enhancement of Long- <br /> Term Productivity: <br /> This project would establish a marina in an area where other <br /> marinas exist. Since the demand for such facilities is great <br /> and will remain so into the foreseeable future, neither of the <br /> existing facilities should lose a significant amount of business. <br /> Should the new marina become successful, it would persuade other <br /> prospective operators to propose marinas on nearby sites. This <br /> would result in significant environmental impacts such as loss <br /> of wildlife habitat, deterioration of air and water quality, <br /> consumption of energy, and conversion of agricultural land. <br /> Other projects in the Delta may have far more detrimental con- <br /> sequences than the proposed application, but each development <br /> action further enhances the environmental deterioration. In- <br /> creased populations, whether permanent or seasonal, will place <br /> pressures on the fragile Delta environment. <br /> H.
