The information is pertinent and should be included in <br /> but not as an alternative. We suggest that it be placed elsewhere <br /> in the DEIR. <br /> Page 26 - The discussion of the Launch Ramp reads more like an <br /> addition to the proposed plan than as an alternative to the <br /> proposed plan. We suggest that it be discussed as an alternative. <br /> We have trouble accepting the discussions of "Conversion of Agri- <br /> cultural Land" and "Minimize Damage to Levees" as being mitigation <br /> measures for this project. Mitigation measures are those proposed <br /> by the project proponent and by others which would reasonably reduce <br /> the adverse impacts of a project. We suggest that the report re- <br /> state the adverse effects of the proposed project then discuss what <br /> can be done to minimize or reduce these impacts . <br /> Since the proposed project is not within the limits of an authorized <br /> flood control project of interest to us , an application to The <br /> Reclamation Board is not required.
