San Joaquin County Planning
Department
Page 2
7 1976
F E B
Page 23, Section C - In order to make things easier for the reader,
this section should be specific as to the number of acres involved.
Page 24 - The second paragraph under No Project is not an alter-
native. The information is pertinent and should be included in
but not as an alternative. We suggest that it be placed elsewhere
in the DEIR.
Page 26 - The discussion of the Launch Ramp reads more like an
addition to the proposed plan than as an alternative to the
proposed plan. We suggest that it be discussed as an alternative.
We have trouble accepting the discussions of "Conversion of Agri-
cultural Land" and "Minimize Damage to Levees" as being mitigation
measures for this project. Mitigation measures are those proposed
by the project proponent and by others which would reasonably reduce
the adverse impacts of a project. We suggest that the report re-
state the adverse effects of the proposed project then discuss what
can be done to minimize or reduce these impacts .
Since the proposed project is not within the limits of an authorized
flood control project of interest to us , an application to The
Reclamation Board is not required. We are pleased to note that
San Joaquin County is using the DMRP .
Thank you for furnishing this DEIR for our review and comment.
Sincerely,
PAUL L. CLIFTON
General Manager
-C9-
