Therefore, a negative declaration is <br /> appropriate from an air quality perspective. However, the construction phase of this <br /> project can generate emission from the movement of soil, use of heavy equipment, bulk <br /> materials handling, asphalt paving and other related activities. As a result, this project <br /> is subject to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of <br /> Regulation VIII is to reduce the amount of fine particulate matter (PM-10) entrained into <br /> the ambient air from man-made sources. The attached Synopsis highlights many of the <br /> requirements contained within Regulation VIII. The Synopsis is not meant to be all <br /> inclusive, but it can be a useful compliance aid in the field and office alike. <br /> Thank you for the opportunity to comment.
