L
L October 26,2004
NOA Project Number: E5106A
3.0 PAST AND CURRENT SOURCES OF CONTAMINATION
3.1 Research Methods
NOA employs a standard practice for review of database information. On a street map showing the
location of the subject property,a circle is drawn one-quarter mile out from the property boundaries,
and street maps or web-based mapping services are then used to determine address ranges for all streets
within the quarter mile. All agency databases searchable by address are then searched for these address
L ranges.
3.1.1 Regional Water Quality Control Board
Our office reviewed the Spills,Leaks,Investigations, and Cleanups(SLIC)list(April 2004) on file with the
Central Valley Regional Water Quality Control Board(CVRWQCB)in an attempt to determine if there
Lare any files present at that agency which note the unauthorized release of a toxic or hazardous agent
into the environment on the subject property or within a one-quarter mile radius of the subject property.
The subject property was not listed, and no addresses within one-quarter mile of the subject property
Lwere found on the databases.
Our office reviewed the Leaking Underground Storage Tanks(LUST)list(July 2004)and the WaterPurveyors
L Quarterly Report on MTBE Quly 2004),both maintained by the CVRWQCB as well. The subject property
was not listed, but the following site was identified within a one-quarter mile radius of the subject
property:
L Sierra-Bay Federal Land Bank 11273 Ada Ave.
LThis case is closed and involved a leak to soil only.
AL2 San Joaquin County Environmental Health Depamrnent
LAccording to Ms. Kimberly Campbell of the San Joaquin County Environmental Health Department
(EHD),no files were available for the subject property address of 11573 Norman Avenue'
The Underground Storage Tank Site Mitigation List, dated June 24,2004,and the LOP/Non-LOP Sites list,
dated July 20,2004,were reviewed at the EHD on September 23,2004. The following sites were found
within one-quarter mile of the subject property:
'Personal communication, September 21,2005.
4
5
L .444
V
