SA-90-61 <br /> OF TRI VALLEY GROWERS (C/O HARRISON L. HATCH) <br /> ------------------------------ ---------------------------------- <br /> The applicant has submitted a pre-application for a Site Approv 1 <br /> to establish a can manufacturing plant and a warehouse for can <br /> storage. The following pre-application comments are intended to <br /> inform the applicant of General Plan and zoning consistency, public <br /> improvement requirements, and preliminary design constraints. <br /> GENERAL PLAN/ZONING CONSIDERATIONS: The site ' s designation on the <br /> existing General Plan Map is General Industrial. The portion of <br /> the site that has been proposed as the site of the can <br /> manufacturing and warehouse facility is zoned AG-40 (General <br /> Agriculture, 40-acre minimum parcel size. ) While the proposed use <br /> is not permitted in the AG-40 zone, it is permitted in the M-2 <br /> (General Manufacturing) zone, subject to an approved Site Approval <br /> application. The County' s Zoning/General Plan Consistency Matrix <br /> indicates that the M-2 zone is consistent with the site ' s General <br /> Industrial designation. Given these facts, a zone reclassification <br /> application would have to be approved before processing a Site <br /> Approval application for a M-2 use. <br /> If adopted as proposed, the new General Plan would classify the <br /> use as General Industrial-Intermediate and require an approved Site <br /> Approval application to initiate the use in the General Industrial <br /> zone. <br /> The Planning Division is currently operating under an Interim <br /> Ordinance that only allows the submission and processing of Zone <br /> Reclassification applications which are consistent with both the <br /> existing General Plan designation and the designation contained in <br /> the draft General Plan 2010 . An application to reclassify the <br /> project site from AG-40 to M-2 would, therefore, be accepted, due <br /> to consistency with both those documents. <br />
