. Jane S, 1999
NOA ENVIRONMENTAL PROJECT NUMBER E991 11
Lm
4. San Joaquin County Agricultural Commissioner
The San Joaquin County Agricultural Commissioner's Office was contacted in writing and by
telephone in an effort to obtain information relative to the types of agricultural chemicals that have
been used on the subject property.
The Agricultural Commissioner's Office maintains records back to 1994. According to officials at
the Agricultural Commissioner's Office, they have no current records under the owner's name
.. (Janelle Wisner)relative to agricultural chemical use on the subject property. However, they do have
a permit for agricultural chemical use on the subject property under the name of Steve Holm, who
resided at the property in the past. The records received from the Agricultural Commissioner's Office
- relative to the subject property are attached to this report as Appendix C. According to records at
the Agricultural Commissioner's Office, the following agricultural chemicals have been permitted
for use on the subject property from 1994 through 1996: Chloropicrin, Diazinon, Methyl Bromide,
Aluminum Phosphide, Strychnine,Zinc Phosphide,2,4-D Amine, Paraquat, Supracide, Asana, Envy
2,4-D Amine.
According to Mr. Dan Gesing, Inspector at the Agricultural Commissioner's Office, many times
agricultural chemicals are permitted for use on properties but are not necessarily used by the owner
or grower on those properties. The Agricultural Commissioner's Office has "Pesticide Use Reports"
that are submitted by the grower to their office for the agricultural chemicals that are actually used
on the property. The Agricultural Commissioner's Office records do not include any "Pesticide Use
Reports" for the subject property. The Agricultural Commissioner's Office does not consider that
agricultural chemicals permitted for use on properties are used on those properties unless they have
"Pesticide Use Reports". Therefore, it is likely that none of the permitted agricultural chemicals
were ever applied to the subject property in the past by Mr. Holm or Ms. Wisner due to the absence
of any "Pesticide Use Reports".
` 5. San Joaquin County Building Department
The San Joaquin County Building Department was contacted in an effort to determine if they have
,. any records relative to the residence and outbuildings that are currently located on the subject
property, or if they have any records relative to past development of the subject property.
LM The San Joaquin County Building Department maintains records back to 1942. The records dated
1942 to 1953 are handwritten entries in a book listed by permit number. Therefore, these entries
were not "reasonably reviewable". The records dated 1953 to 1999 were reviewed and the only
. record located for the subject property address of 533 Quashnick Road was Permit No. 29217 dated
February 24, 1961 for the relocation of electrical service to allow for the demolition of a residence.
no other records were found relative to the subject property at the County Building Department.
L.
7
LN
