Resource Conservation Areas. <br /> (b) Discretionary permits shall be required for development in Resource <br /> Conservation areas. (Planning) <br /> (c) Environmental assessments for development proposals within Resource <br /> Conservation areas shall identify the sensitivity of the resources and measures to <br /> protect the resources. (Planning) <br /> The underlying subdivision will be subject to the Trees and Riparian Habitat chapters of the <br /> Development Title(attached). If the applicant proceeds with a Major Subdivision application, the <br /> tentative map should include the locations and sizes of oak trees and the required setbacks from <br /> Mosher Creek. Lots affected by oak trees or riparian habitat should show typical building pads <br /> and development constraints. <br /> Street trees will be required pursuant to Development Title Section 9-1020.4. <br /> REQUIREMENTS FOR A FULL APPLICATION <br /> The suitability of an area for septic tank usage shall be determined prior to submission of a <br /> General Plan Amendment or Zone Reclassification application,the approval of a parcel or final <br /> map, or the issuance of a building permit for other development project applications(Section 9- <br /> 1105.2[d]). If the applicant wishes to proceed with a General Plan Amendment request, without <br /> the public sewer system required by General Plan Wastewater Treatment Policy No. 1 (General <br /> Plan Vol. 1, page IV-60)a septic suitability study shall be submitted with the application. <br /> SUMMARY <br /> The General Plan Map Amendment pre-application appears to be inconsistent with Wastewater <br /> Treatment Policy No. 1: <br /> Expansion of urban communities shall be limited to areas where community wastewater <br /> treatment systems can be provided; and <br /> Residential Development Policy No. I <br /> (a) Rural Residential. <br /> (3) Locational Criteria: Appropriate in rural communities and only for areas of <br /> existing rural residential densities in urban communities. <br /> In addition,the proposed Lot Line Adjustment appears to be inconsistent with provisions of the <br /> Williamson Act. <br /> NOTE: The pre-application conference is designed to inform prospective applicants of <br /> General Plan consistency, zoning consistency, public improvement requirements, <br /> preliminary design constraints and opportunities, and major environmental and safety <br /> issues. This information is provided in the hope of assisting the applicant in submitting a <br /> better and more complete application, as well as minimizing processing time.
