PA-0400776 OF LORRAINE D. <br /> BYRNE ETAL (C/O BRYAN GRUNWALD) (APN: 086-530-02) <br /> The applicant has submitted the above referenced General Plan Text Amendment and <br /> General Plan Map Amendment Pre-Application to amend the General Plan designation <br /> of one parcel totaling 50.72 acres from General Agriculture (A/G) to Rural Residential <br /> (R/R) and to amend the text of the General Plan to change the Urban Community of <br /> Morada to a Rural Community. The underlying project is a 27 lot residential subdivision <br /> to expand the community of Morada. The project is located at the north terminus of <br /> Fernwood Road, north of Ashley Lane, northeast of the community of Morada. <br /> The site is primarily flat and fallow. The parcels to the south and west have a General <br /> Plan designation of Rural Residential (R/R). Parcels located north and east of the site <br /> have a General Plan designation of General Agriculture (A/G) and (OS/RC) Open Space <br /> Resource Conservation. Mosher Creek transects the southeast corner of the property. <br /> In order to recommend that a General Plan Text Amendment or General Plan Map <br /> Amendment be approved, the Basis for the General Plan Amendment must be made in <br /> the affirmative. That is, it must be determined that the internal consistency of the <br /> General Plan is maintained in the adoption of the General Plan Amendment. This <br /> means that the proposed change must be consistent with all of the applicable General <br /> Plan goals, policies and objectives. <br /> The Community Development Department has reviewed the proposed pre-application <br /> and offers the follnwinn cnmmentc <br />
