General Plan Text Amendment <br /> The distinction between urban communities and rural communities is based on their <br /> size, diversity of land uses, population density, public service availability, and proximity <br /> to commercial agricultural areas (Volume I, IV-2). Volume I of the General Plan 2010 <br /> contains the following descriptions of Urban and Rural Communities: <br /> Urban Communities: encompass existing incorporated and unincorporated development <br /> that has a variety of land uses and are largely dominated by the <br /> built environment-buildings, roads, and businesses. They have, or <br /> are planned to have, full community services. (Volume I, IV-2) <br /> The urban community of Morada covers 2,249 acres with 2,162 acres designated <br /> residential, 71 acres designed commercial, 29 acres designated public, and 5 <br /> acres designated open space. Commercial uses are located along State Route 99 <br /> frontage road and are typically freeway-oriented businesses. The community is <br /> served by ten utility maintenance districts. Because of the community's proximity <br /> to Stockton, its existing development pattern, and small parcel sizes, most of the <br /> farmland within Morada has been designated for future development. (Volume II, <br /> X-24-29) <br /> Rural Communities: have either historically served as a focus of activity for <br /> surrounding agricultural areas or are concentrations of homesites, <br /> and are usually surrounded by commercial agricultural activities. <br /> (Volume I, IV-4) <br /> It is the intent of the County to maintain these areas as they are, not to encourage <br /> their expansion or the formation of new rural communities. The complete range of <br /> urban services typically found in urban communities such as Morada are not <br /> generally available, nor encouraged in rural communities. (Volume I, IV-2) <br /> General Plan Map Amendment <br /> If the General Plan Text Amendment is approved, the proposed General Plan Map <br /> Amendment would proceed to amend the current General Plan designation of the <br /> subject property from (A/G) General Agriculture to (R/R) Rural Residential, which would <br /> be an expansion of the Rural Community for Morada. The Physical Setting discussion <br /> contained in the Community Plan of Morada states that lands north and east of the <br /> community of Morada are to remain in agricultural use. (Volume II, 3. Planning Factors, <br /> X-25) <br /> B. Key Plan Strategies (Volume I Growth Accommodations pg. III-2) <br /> • Rural communities shall grow primarily through infill and should not be <br /> expanded. <br /> • Rural areas encompass all land outside designated communities and shall <br /> accommodate minimal growth because open space and agricultural <br /> preservation are paramount in these areas. <br />
