Residential) and developed with residences on relatively small parcels with public water
and storm drainage. Changing Morada to a Rural Community, given the existing
development pattern in the community, would be inconsistent with the intent of the
General Plan definition and policies for rural communities.
The proposed General Plan Map Amendment does not appear to be consistent with
General Plan policies regarding Key Plan Strategies (Growth Accommodations) and
Location and Character of Development Policies 2.(a), 6. and 13.(b). The General Plan
Map Amendment would expand Morada and the expansion of rural communities is
discouraged. Infill development should occur on vacant lots within Morada prior to
expansion of the community of Morada and lands north and east of the community are to
remain in agriculture.
If the applicant chooses to submit a full General Plan Map Amendment application, a
Zone Reclassification application would also be required in order to maintain zoning
consistency with the proposed General Plan land use designation.
NOTE: The pre-application conference is designed to inform prospective applicants of
General Plan consistency, zoning consistency, public improvement requirements,
preliminary design constraints and opportunities, and major environmental and safety
issues. This information is provided in the hope of assisting the applicant in submitting a
better and more complete application, as well as minimizing processing time. It is not
intended to be an in-depth analysis, and an environmental assessment is not completed.
The applicant should be aware that a detailed review will not be done until the full
application is submitted. Also, if new or additional information is obtained, a revised
application or Environmental Impact Report may be required.
JF:vb
PA-0400776(GPTA&GPMA)dcjf012605
Attachments
C: Lorraine D.
