Changing Morada to a Rural Community, given the existing <br /> development pattern in the community, would be inconsistent with the intent of the <br /> General Plan definition and policies for rural communities. <br /> The proposed General Plan Map Amendment does not appear to be consistent with <br /> General Plan policies regarding Key Plan Strategies (Growth Accommodations) and <br /> Location and Character of Development Policies 2.(a), 6. and 13.(b). The General Plan <br /> Map Amendment would expand Morada and the expansion of rural communities is <br /> discouraged. Infill development should occur on vacant lots within Morada prior to <br /> expansion of the community of Morada and lands north and east of the community are to <br /> remain in agriculture. <br /> If the applicant chooses to submit a full General Plan Map Amendment application, a <br /> Zone Reclassification application would also be required in order to maintain zoning <br /> consistency with the proposed General Plan land use designation. <br /> NOTE: The pre-application conference is designed to inform prospective applicants of <br /> General Plan consistency, zoning consistency, public improvement requirements, <br /> preliminary design constraints and opportunities, and major environmental and safety <br /> issues. This information is provided in the hope of assisting the applicant in submitting a <br /> better and more complete application, as well as minimizing processing time. It is not <br /> intended to be an in-depth analysis, and an environmental assessment is not completed. <br /> The applicant should be aware that a detailed review will not be done until the full <br /> application is submitted.
