THE L(O
TRACTION COCENTRAL CALIFORNIA TRACTION COMPANY
2201 West Washington Street # 12
Stockton, CA 95203
209-466-6927 Fax 209466-1204 AECE/Vco
DEC 2 4 2004
Community DeVe1ppment Dept.
December 21, 2004
San Joaquin County Community Development Department
Development Services Division
1810 East Hazelton Street
Stockton, CA 95205
ATTN: John Funderburg
RE: Application Number PQ-0400776
The Central California Traction Company wants to address the following concerns
and comments to the Development Committee when review of this application is
made. Safety is of the up most importance to the CCT and these
recommendations provide safety for the public and CCT employees.
CCT after reviewing the attached development plan found that the development of
this property would have a serous impact on safety at the East Quashnick Road
intersection with the CCT railroad right of way.
The current intersection is at the east end of Quashnick Road and the road on the
east side of the CCT track end in the current residence and is not a co8unty road
and in fact the crossing is a public crossing only on the west side of the tracks
with the maintenance of the road on the east side of the tracks done by the
current property owner. The crossing now only has passive warning devices
(Crossbucks) and the current road surface is gravel on both sides leading up to
an asphalt crossing. The current crossing is only 20 feet wide and is not intended
for the kind of traffic that this new subdivision and Greenwood Circle will generate
with twenty new homes. CCT recommends the developer pay for a new road
crossing with a minimum of 15 foot driving lanes a and 2 1/2 foot shoulders for
crossing width of 35 feet and the crossing surface be made of concrete panels.
CCT recommend that the current passive warning on the crossing, be upgraded
by the developer to flashing warning lights. California PUC application must be
made for this upgrade. Trains in this area will be running at speeds of 25 to 30
mph. There will be on the average two to four train movements daily on this
trackage. At a minimum CCT would want the developer to pay for new
Crossbucks, and for the County to put up stop signs at the crossing and put in the
required signage on the road surface and in advance for the crossing as required
by CPUC and the MUTCD plans..
SAFETY PAYS USE I r EVERY DAY
