Analysis <br /> Background <br /> On December 19, 2013, the Planning Commission approved Use Permit application No. PA-1300118, to <br /> expand a large winery in four (4) phases over fifteen (15) years. With this application, the winery was <br /> approved for twenty-five (25) marketing events annually with outdoor amplified sound for a maximum of <br /> 150 attendees per event. Phase 1 improvements were completed, and Phase 2 of the project is currently <br /> underway. <br /> On August 3, 2017, the applicant applied for a Revision of Approved Actions application to increase the <br /> maximum number of permitted attendees at each event, from 150 to 300. No changes to the maximum <br /> number of permitted marketing events or expansion of the outdoor event area are proposed with this <br /> application. <br /> Winery Operations <br /> The winery operations will not be impacted by this application. The winery employs a total of thirty (30) <br /> employees. The wine tasting room is open daily from 7:30 a.m. to 5:30 p.m. The marketing events occur <br /> between the hours of 10:00 a.m. and 10:00 p.m. <br /> Traffic Study <br /> This revision, if approved, would increase the maximum number of attendees at each marketing event to <br /> 300. The Department of Public Works required the completion of a Traffic Impact Study to assess the <br /> potential traffic impacts due to the proposed increase in attendees. A traffic study, dated July 10, 2018, <br /> was completed by KD Anderson & Associates, Inc. This study identified improvements required along <br /> State Route 12, including the extension of the existing westbound left-turn lane and the construction of an <br /> eastbound right-turn lane, and improvements to the project's access driveways. The following Department <br /> of Public Works Conditions of Approval are recommended as mitigation measures: <br /> 1. Prior to approval of the improvement plan, the applicant shall provide written verification from <br /> Caltrans that the following State Route 12 frontage improvements have been completed to Caltrans' <br /> satisfaction" <br /> a. Improve the westernmost driveway access. <br /> b. Widen State Route 12 to extend the existing westbound left-turn lane and the project's main <br /> entrance. <br /> c. Construct an eastbound right-turn lane to the project's main entrance. <br /> The applicant has reviewed and agreed to these conditions. <br /> Farm Bureau <br /> The Farm Bureau Federation submitted a letter dated October 25, 2017 stating their support for the <br /> revision. <br /> San Joaquin County PA-13001181Phillips <br /> Community Development Page 4 <br />
