RAY ROAD, LODI) <br /> The applicant has submitted the above referenced Use Permit application to establish a <br /> boarding facility for 35 dogs and 15 cats. The boarding facility consists of converting a <br /> 2,406 square foot shop into a kennel and converting a 358 square foot storage building <br /> to be used for registration and retail pet supplies. The hours of operation will be from <br /> 7:00 a.m. to 6:00 p.m., Sunday through Friday. Two full time employees are scheduled <br /> to operate the proposed boarding facility. The property has a General Plan Designation <br /> of A/G (General Agriculture) and is zoned AG-40 (General Agriculture. 40-acre <br /> minimum). <br /> The project site is located on the west side of Ray Road, 700 feet north of Woodbridge <br /> Road, west of Lodi. The surrounding land uses include single family residences, <br /> detached accessory buildings, and agricultural operations. <br /> The Community Development Department has reviewed the proposed Use Permit <br /> application and offers the following comments: <br /> Project Description <br /> It appears that the applicant is proposing to convert a 358 square foot storage building <br /> into a registration and retail pet supply building. Typically, the retail pet supply use type <br /> is not a permitted use in the AG-40 zone but, the Community Development Department <br /> has determined that the retail pet supply area will be considered accessory to the <br /> boarding facility. Nevertheless, it appears that the site plan nor the application indicates <br /> the amount or percentage of retail supply area. Further, it is not clear whether the dogs <br /> and cats will be kept indoors nor whether each kennel will have an outdoor run. Also, it <br /> is not specified whether the boarding facility will include an outside play area, an indoor <br /> grooming area, or if training is proposed. Additionally, the applicant will need to clarify <br /> whether someone will be on premises after business hours and if the property owners <br /> will live on-site. As a result, before the scheduled Planning Commission date of July 5, <br /> 2007, it will be necessary to submit revised drawings and application materials including <br /> this information. <br /> i <br />
