kennel facility on the adjacent parcel to the south (APN: 011-170-27) A historical farm <br /> labor camp also exists on the subject property and contains nine structures. <br /> Parking <br /> The site plan shows three (3) parking spaces, including one (1) van accessible space. <br /> Pursuant to Development Title Table 9-1015.3 (b), a total of three (3) parking spaces are <br /> required, including one (1) van accessible space. The project meets the required number <br /> of parking spaces. <br /> However, the site plan shows the parking space dimensions to be nine (9) feet wide by <br /> nineteen (19) feet long. Pursuant to Development Title Section 9-1015.10[b], parking <br /> stalls shall be a minimum of nine (9) feet wide by twenty (20) feet long. In addition, the <br /> site plan shows the accessible loading and unloading area as only five (5) feet wide. <br /> Development Title Section 9-1015.10[a][6] states that van accessible spaces shall be <br /> seventeen (17) feet wide by twenty (20) feet long, and outlined to provide a nine (9) foot <br /> wide parking area with an eight (8) foot wide loading and unloading area on the <br /> passenger side of the vehicle. Correct dimensions for the parking spaces and van <br /> accessible loading and unloading space must be clearly shown on a revised site plan. <br /> Screening <br /> Pursuant to Development Title Section 9-1022.4[d][2], all storage materials and related <br /> activities, including storage areas for trash, shall be screened so as not to be visible from <br /> adjacent properties and public rights-of-way with a minimum of screening six (6) to <br /> seven (7) feet in height. Outside storage is not permitted in front yards, street side yards, <br /> or in front of main buildings. <br /> Waste Material <br /> Development Title Section 9-1045.4(b) regarding waste material states, "All animal <br /> enclosures, including but not limited to pens, cages, and feed areas, shall be maintained <br /> free from litter, garbage, and excessive accumulation of manure, so as to discourage the <br /> proliferation of flies, other disease vectors, and offensive odors. Premises shall be <br /> maintained in a neat and sanitary manner." The proposed kennel operation will be <br /> subject to this Development Title requirement regarding waste. Additionally, as a <br /> Condition of Approval, a Manure Management Plan must be submitted to the <br /> Environmental Health Department for review and approval prior to initiation of the kennel <br /> operation. <br /> Farmland Security Contract <br /> The proposed project area of .58 acres is currently under Farmland Security contract No. <br /> FA-99-0034. The contract restricts development to uses that are compatible with the <br /> Williamson Act and Development Title Section 9-1805. "Compatible use' as defined in the <br /> Williamson Act includes uses determined by the County to be compatible with the <br /> agricultural, recreational, or open-space use of land within the preserve and subject to <br /> contract. (Government Code Section 51201[e]) Development Title Section 9- <br /> 1810.3(b)(1)(L) permits kennels as compatible uses on contracted land. <br /> Pursuant to Government Code Section 51238.1, uses approved on contracted lands shall <br /> be consistent with the following three orincioles of comnatibility <br />
