Approve the Negative Declaration; and <br /> 2. Approve Planning Title Text Amendment No. TA-92-3 based on the Bases for <br /> Recommendation contained In the staff report. <br /> BASES FOR RECOMMENDATION <br /> 1. The proposed Text Amendment is consistent with the General Plan. <br /> • The proposed change In the text of the Planning Title Is consistent with the General <br /> Plan's Agriculture and Residential Objectives and Principles. <br /> 2. The proposed Text Amendment will not have a substantial, adverse effect on properties affected <br /> by the Text Amendment. <br /> • An Initial Study for the proposal, prepared on September 4, 1991, Indicates that no <br /> significant, adverse effects are expected to occur as a result of this proposal. <br /> PROJECT DESCRIPTION <br /> The project is a Text Amendment to the County Planning Tdle. The proposal will: <br /> • Reduce the required width of new comer lots (Section 9-3226.5). <br /> • Change the requirements for street side yards (Section 9-3227(d)(3)). <br /> • Reduce the setback for fish or frog ponds (Section 9-3234 (d)). <br /> • Add Major Impact Facilities (Urban) and Equipment Repair (Farm) and remove Repair Services <br /> (Farm) on those use types that allow reduced minimum area requirements (Section 9-4010.2). <br /> • Remove the limit on the number of existing houses built prior to 1961 that individual lots :an be <br /> created for in the agricultural zones (Section 9-4010.2 (a)). <br /> • Simplify procedures to amend Final or Parcel Maps under certain conditions (Section 9-9113). <br /> • Eliminate the requirement for the Planning Director to sign off on adherence to the General Plan <br /> of Final and Parcel Maps (Section 9-9147). <br /> • Eliminate the provision that limits the number of parcels allowed to be merged to four (Section <br /> 9-9221). <br />
