3.2.1 Health Department <br /> On October 5, 2007, the San Joaquin County Environmental Health Department (SJCEHD) was <br /> visited to review files on the subject property and nearby sites of concern. Files at the SJCEHD <br /> may contain information regarding hazardous materials storage, as well as information regarding <br /> unauthorized releases of petroleum hydrocarbons or other contaminants that may affect the soil <br /> or groundwater in the area. <br /> No information indicating current or prior use or storage of hazardous materials, or the existence <br /> of AULs was on file for the subject property with the SJCEHD. However, a file review <br /> conducted in connection with the 2004 Phase I ESA revealed the presence of septic tank permits <br /> ` available for the subject property, as further discussed below. Information reviewed at the <br /> SJCEHD for nearby sites of concern is discussed in Section 5.3. <br /> • The first permit on file for 1580 Report Avenue was dated 1967, and related to the <br /> installation of a sanitation system (septic system). The owner of the property was listed as <br /> Stockton Terminal, Inc. and the facility was listed as a"packing operation." The depth to the <br /> water table was listed as 70 feet, and no groundwater wells were reported to be present on the <br /> property. <br /> In 1984, McGregor Printing Corporation renewed the sanitation permit. The permit lists the (_7. J <br /> presence of a 5,000-gallon septic tank. A 1985 letter from McGregor indicates that dry inks <br /> were utilized onsite, and no wastewater was disposed to the system. The business was listed <br /> as a printer of computer paper. No violations or unauthorized releases were reported at the 0 2> <br /> subject property. Based on this information, the information obtained from the SJCEHD is ' <br /> not expected to represent evidence of a recognized environmental condition at the property. <br /> Though this review would indicate that a septic tank is present on the subject property, the key 6.3) <br /> site manager, Mr. Tony Avezedo, reported that sewage is currently discharged to municipal <br /> services.
