Generally, the proposal must contain greater detail. In order for the RWD to be <br /> considered complete, the following items and information must be provided: <br /> 1. A filing fee must accompany each application for waste discharge requirements (WDRs). Your <br /> discharge is coded as a 3-C for threat to water quality and complexity, and is regulated by the Title <br /> 27 (formerly Non-Chapter 15) program. This yields a filing fee of$200, and will become your <br /> WDRs annual fee. Please make your check payable to the State Water Resources Control Board, <br /> and mail it to this office. <br /> 2. The EP pond must be designed and sized using both hydraulic and organic loading criteria. Thus, <br /> better wastewater characterization is needed, particularly for Biochemical Oxygen Demand (BODS), <br /> Fixed and Volatile Total Dissolved Solids (TDS), Specific Conductivity (EC), pH, and Nitrate as <br /> Nitrogen (NO3-N). Year-round constituent concentrations and quantities of untreated and treated <br /> wastes (both liquid and solid) must be provided. Toward this end, please provide a production <br /> process flow diagram for all wastestreams. Please incorporate the materials listed in your Appendix <br /> B along with the above six constituents. <br /> 3. An alternative approach to the complete characterization requested above is to use another winery <br /> that is very similar in size and process type, and either generate or use existing data as applicable to <br /> the Rivercrest project. Please provide separate discussions of wet season and dry season operations, <br /> since you plan to comingle stormwater runoff with process wastewater during the rainy seasons. <br /> 4. Please provide more detail on the proposed pretreatment and/or treatment methods. What is the <br /> solids handling plan? Will the wastewater undergo solids removal and pH adjustment? Is the <br /> evaporation and percolation (EP) pond supposed to provide treatment as well as disposal? If so, <br /> please provide design, operation, and maintenance information for the selected type of treatment <br /> pond. Will discharge of wastewater to shallow checks or by vineyard irrigation occur?
