b. The driveway approaches shall be improved in accordance with the requirements of San <br /> Joaquin County Standard R-17 prior to issuance of the occupancy permit. (Development <br /> Title Section 9-1145.5) <br /> C. An encroachment permit shall be required for work within the road right-of-way. <br /> (Development Title Section 9-1145.2) <br /> d. The frontage improvements for River Road shall be constructed in conformance with the <br /> standards for one-half of an 84-foot-wide right-of-way rural arterial road. The construction <br /> of the frontage improvements will be deferred upon execution by the owner of a Deferred <br /> Frontage and Roadway Improvement Agreement or a Secured Deferred Frontage and <br /> Roadway Improvement Agreement with a deposit equivalent to the estimated construction <br /> costs prior to approval of the Improvement Plan. A $260.00 fee currently is required for <br /> processing, per Development Title Table 9-240.2, in addition to a copy of the Grant Deed, <br /> a recording fee, and an estimate for the required frontage improvements. The estimate <br /> shall be prepared by a Registered Civil Engineer with a typical section drawing on a form <br /> to be supplied by the Department of Public Works and submitted to Public Works for <br /> approval. As an option, Public Works will prepare the drawing and estimate for an <br /> additional fee of $115.00. (Development Title Section 9-1150.2) <br /> e. The Traffic Impact Mitigation Fee will be required for this development. The fee is due <br /> and payable at the time of building permit application for a mobile classroom on a <br /> permanent foundation, or 15 percent is payable at the time of renewal for a mobile <br /> classroom on a temporary foundation. The fee currently is $2,256.00 per 1,000 gross <br /> square feet of building designated as 'Office' in the Escalon area. The fee shall be <br /> automatically adjusted July 1 of each year by the Engineering Construction Cost Index <br /> as published by the Engineering News Record. Access to off-street parking must be designed so that vehicles leaving the parking area <br /> will enter the street traveling in a forward direction, with no backing onto River Road <br /> allowed. (Development Title Section 9-1015.5(h)) <br /> 3. PUBLIC HEALTH SERVICES: (Staff Contact: Hector Castro, 468-3420) <br /> a. Should the number of non-resident individuals exceed 24 for at least 60 days per year, <br /> or if the number of service connections exceed four, a yearly permit to operate a public <br /> water system under the provisions of the California Code of Regulations, Title 22, will be <br /> required by the Environmental Health Division and San Joaquin County Development Title <br /> Sections 9-1120.2 and 9-1115.9. <br /> b. Repair the existing septic system under a sanitation permit and inspection by the <br /> Environmental Health Division (Development Title Sections 9-1110.3 and 9-1110.4). <br /> Repair may be deemed necessary at the time the school becomes fully occupied. <br /> C. State on revised plans or improvement plans the maximum number of employees the <br /> sewage disposal system is being designed for and that the leach field area will be <br /> barricaded so that it cannot be driven over, parked on, or used as a storage area. This <br /> leach field area must be used for that specific purpose only and cannot contain any <br /> underground utility lines.
