3.0 SITE DESCRIPTIbrr <br /> The site is being subdivided into four(4)parcels,three vacant residential lots and the fourth <br /> lot with the existing residence. PG&E provides electric power. PG&E has replaced all <br /> known transformers containing levels of polychlorinated biphenyls (PCB) in excess of fifty <br /> parts per million(50 ppm)in accordance with federal law. City water and sewer are available. <br /> 4.0 RECORDS REVIEW <br /> 4.1 Governmental Databases <br /> A search of specified governmental databases according to ASTM standard (E-1527) was <br /> conducted to map sites with potential or existing environmental liabilities within a one-mile <br /> radius of the target site. Reference the Online HAZMAT Archives&Records Access Report <br /> Dated- April 17, 2003. A copy is in the appendix of this report. <br /> The data search review showed the following: <br /> • NPL (National Priorities List). The NPL is the EPA's database of hazardous waste <br /> sites identified for remedial actions under the Superfund program. <br /> The current NPL was reviewed. No NPL Sites were found. <br /> • CERCLIS (Comprehensive Environmental Response, Compensation and Liability <br /> Information System). The CERCLIS List contains sites,which are proposed either to <br /> or on the NPL the sites,which are in the screening and assessment phase for possible <br /> inclusion on the NPL. The information on each site includes a history of all activities <br /> for the site. <br /> The current CERCLIS listing was reviewed. CERCLIS contains sites, which are <br /> either proposed to be included on or are currently on the National Priorities List and <br /> sites,which are in the screening process. By cross-referencing name,address,and zip <br /> code,we conclude that the subject property is not currently listed on the CERCLIS. <br /> • RCRIS (Resource Conservation and Recovery Information System). The current <br /> RCRIS listing was reviewed. RCRIS is used by the Environmental Protection Agency <br /> to track handler permit or closure status and cleanup activities. A one(1)mile radius <br /> check of the project for sites listed on the RCRIS did not identify any Transport, <br /> Storage or Disposal Facilities. A check of RCRIS Notifiers found no sites within the <br /> search radius. <br /> • ERNS(Emergency Response Notification System). The ERNS is a database used to <br /> store information on notifications of oil discharges and hazardous substances releases. <br /> The ERNS database does not include latitude and longitude information, and often <br /> provides only sketchy location information. <br /> 5 <br />
