Analysis <br /> Background <br /> The proposed quarry site has been an almond orchard for approximately 28 years. Trees were removed due to <br /> age and less than average production in 2004. The site is currently vacant pending permit approval. The site is <br /> adjacent to an existing quarry operation(QX-89-0002)consisting of land previously excavated and reclaimed <br /> back to agriculture, an existing processing facility used for processing sand and gravel, an asphalt plant, and a <br /> recycling plant. Approximately 12 acres have been reclaimed. These areas have been planted with walnut <br /> trees. Reclamation for the processing area will not be completed until termination of operations. The approval for <br /> the existing operation was for a 20-year period. On March 4, 1999, the Planning Commission approved a <br /> Revision of Approved Actions for QX-89-02. The Revision added 30 years to the life of the permit. This permit <br /> request will enable the applicant to supplement and combine aggregates from this site with materials from other <br /> sources and to utilize the existing adjacent processing plant <br /> Excavation <br /> The exca atia, ^f the s,a v.;ll be by open pit method and will begin along the western property line of the project <br /> and progress easterly. Information submitted to the Community Development Department indicates a maximum <br /> excavation depth of 20 ±feet below grade. The excavation will not reach groundwater depth of 75 ± feet below <br /> grade. There will be one phase. Reclamation is proposed to be continuous and concurrent with mining. The site <br /> will be approximately 5 to 8 feet lower than the current elevation when reclamation is complete. <br /> Department of Conservation (Office of Mine Reclamationâ–ş <br /> The Office of Mine and Reclamation (OMR) has reviewed the proposed Reclamation Plan. In the memo dated <br /> August 11, 2005, OMR provided a list of supplemental information that needed to be provided in order to meet <br /> the minimum state requirements of the Surface and Mining and Reclamation Act(SMARA). The applicant <br /> submitted a revised Reclamation Plan, including the supplemental information, on August 12, 2005 that satisfied <br /> OMR requirements. <br /> Noise <br /> Development Title Section 9-1025.9 requires that residential use types have an outdoor activity area with <br /> maximum allowable noise exposure of 65 db Ldn or less. Maximum exposure to stationary noise sources of 70 <br /> db Lmax or less in the daytime (7:00 a.m. to 10:00 p.m.) and 65 db Lmax in the nighttime (10:00 p.m. to 7:00 <br /> a.m.). The closest residence is approximately 900 feet from the 11.4-acre site. The Community Development <br /> Department required that an analysis be performed to evaluate whether residences in the vicinity of the proposed <br /> quarry site would be exposed to noise levels from quarry equipment that would exceed the levels permitted in the <br /> San Joaquin County Development Title. <br /> Deem Shiningtree Environmental Services (Deem) has analyzed historical information on the equipment <br /> (scraper) that will be used at the time. Based on the information submitted to the Community Development <br /> Department by Deem, the noise levels would fall under these guidelines. Additionally, the quarry will be restricted <br /> to the hours of operation between 5:00 a.m. and 9:00 p.m., pursuant to Development Title Section 9-1415.3(f). <br /> Traffic <br /> All material excavated will be hauled to the processing facility using on-site haul roads. No public roads will be <br /> used to haul materials to the plant.
