Screening <br /> Screens are required where an open pit operation is visible from a public road right-of-way or property zoned or <br /> shown on the General Plan for residential development (Development Title Section 9-1415.3[m]). The project <br /> site is not visible to the public road right-of-way and is surrounded by orchards and the processing plant. The <br /> General Plan designation is Open Space/Other. Therefore, screening will not be required for this project. <br /> Stanislaus County Environmental Review <br /> The Stanislaus County Environmental Review Committee had provided the Community Development <br /> Department with a list of comments in a memo dated July 29, 2005. Raul Mendez, Senior Management <br /> Consultant with the Review Committee, has stated the comments were sent in error, and the Review Committee <br /> has no comments. <br /> Neighborhood Opposition <br /> The Community Development Department received one (1) letter in opposition to the project. Noise and dust <br /> were issues of concern addressed in the letter. <br /> Noise: See the discussion above. <br /> Dust: Temporary haul roads will be used to haul material to the processing facility. The Conditions of Approval <br /> addresses private road maintenance to control dust.
