b) Measures to mitigate or avoid significant effects on the environment are fully enforceable <br /> through permit conditions, agreements or other measures; and <br /> C) To the extent that any measures in the MMRP differ from any Conditions of Approval, <br /> the Conditions of Approval shall control. <br /> Findings: <br /> The Commission hereby adopts the Mitigation Monitoring and Reporting Program per Section H <br /> of these Findings. <br /> The Commission's findings set forth in the preceding sections, and in the Draft FIR, the Final <br /> FIR, and public testimony, have identified all of the adverse project-level and cumulative <br /> environmental impacts and the feasible mitigation measures which can substantially lessen or <br /> avoid impacts. The Commission also finds that a reasonable range of alternatives was considered <br /> in the EIR and in this document(Section E) and that no feasible alternatives substantially <br /> lessening project impacts are available for adoption. <br /> 24 <br />
