Analysis <br /> Quarry Excavation No. QX-89-2 was approved by the Planning Commission on September 12, 1989. The <br /> accessory uses, a sand and gravel processing plant, a rock crushing plant, an asphalt batch plant, and an <br /> asphalt/concrete recycling plant, were permitted as part of the approval. The duration of the permit was for <br /> twenty(20)years followed by a two(2)year rehabilitation phase. <br /> Pursuant to Development Title Section 9-605.6(m),adopted by the Planning Commission on May 14, 1998, <br /> the applicant has filed a Revisions of Approved Actions application to modify the Conditions of Approval to <br /> permit the continued operation of the authorized accessory uses. The applicant must still comply to all other <br /> Conditions of Approval. <br /> Proposed Revisions <br /> The applicantsare requesting the following changes: <br /> Ordinance Development Requirement No. 14 <br /> That the duration of approval be changed from August 31, 2009,to thirty(30)years from the date of approval <br /> of the Revisions of Approved Actions. <br /> Planning Division Condition No. 1.d. <br /> That the date the excavation is to be completed be changed from August 31, 2007, to thirty (30) years from <br /> the date of approval of the Revisions of Approved Actions. <br /> Neighboring Opposition <br /> One letter and a few telephone calls in opposition to the application were received by the Community <br /> Development Department from various neighbors to the project site. These neighbors are concerned with <br /> the issues of excessive noise and air pollution created by the operation- mainly,the noise,exhaust,and dust <br /> created by trucks entering and exiting the site. These trucks, say the neighbors,pose safety risks, as well. <br /> They park along River Road and spray diesel fuel into the truck beds to clean them. This poses both a traffic <br /> safety risk and an environmental risk. Furthermore,the neighbors are concerned with increased wear and <br /> tear to River Road.
