Recommendations <br /> Action <br /> It is recommended that the Planning Commission: cr <br /> 1. Approve the Negative Declaration;and <br /> 2. Approve the Revisions of Approved Actions for Quarry Excavation No. QX 89-2. <br /> Findings <br /> 1. The proposal is for the removal of regionally significant or scarce deposits of mineral resources and not <br /> for the removal of prime farmland. <br /> • The proposed Revisions do not change that this Finding can be made because the <br /> project is not considered a conversion of prime farmland. Following excavation,the site <br /> will be returned to agricultural uses. <br /> 2. The proposed reclamation of the property upon completion of the excavation will leave the property in a <br /> condition which will allow its reuse. <br /> • The proposed Revisions do not change that this Finding can be made because the <br /> rehabilitation plan approved for this quarry excavation will return the site to agriculture. <br /> 3. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be <br /> - injurious to the property or improvements in the vicinity. <br /> • The proposed Revisions do not change that this Finding can be made because the Initial <br /> Study prepared for this project identified no potentially detrimental health and safety <br /> impacts,nor did it identify any injuries to properties and improvements in the vicinity. <br /> Revised Conditions <br /> Ordinance Development Requirement No. 14 <br /> Duration of Approval: This permit is approved for IP 8^^• "^' yeaF6, URt' ° gw6t 31, 2000 thirty (30) years <br /> from the date of approval of the Revisions of Approved Actions. The permit shall lapse and become void <br /> except for its rehabilitation requirements if operations are discontinued for a period of at least eighteen <br /> months. <br /> Planning Division Condition No. 1.d. <br /> The excavation and rehabilitation shall progress as indicated in the submitted rehabilitation plan.
