Tom Terpstra
March 2, 1999
Page Two
we have agreed to notify all trucking firms, utilized by various
Contractors, and to post a "Warning To All Drivers" exiting the
plant at the scales, 'Which will state the county is aware of this
practice and will monitor these activities for violators .
2 . Trucks Parked on River Road: This practice has been somewhat
relieved by the Silo installation; however, our Platt Manager has
agreed to open the scales an hour earlier to eliminate some of
the truck backup, as needed, for hauls to major projects .
Through notification to dispatch of various trucking firms we
will attempt to reduce or eliminate parking along River Road.
3 . Revision to Approved Actions : This revision allows the plant
to operate for another 29 years plus 2 years for reclamation of
plant site. Our aggregate sources are all east of the facility
and there are no prospects for aggregate sources west of the
facility contemplated. New sources only replace depleting
sources and do not increase production at the plant. At the
present time we have permitted sources for approximately 30 years
depending upon the demand.
You have requested notice of any pending applications for new
aggregate sources be sent to Mr. Stewart in the future,
regardless of their location. As agreed, we have no problem with
this notification as it pertains to the Munn & Perkins Facility,
and will provide appropriate information to Mr. Stewart
accordingly.
In his letter, Mr. Stewart also addressed hazards associated with
the trucks exiting and entering the plant. In our experience,
for the past 15-20 years, there has been one accident about 7
years ago, near the plant driveway, which it was determined the
truck driver did not contribute to, nor held responsible for the
accident. Truck crossing signs east and west of the plant
entrance have been in place for many years, in accordance with
Public Works requizemerts, as warnings for vehicular traffic .
In closing, this plant has been operating at this site since 1956
and serves the eastern portion of San Joaquin County. As the
only plant in this area there is a substantial savings of tax
dollars for public works projects as well as a major reduction of
truck traffic through the county.
