Analysis <br /> The existing quarry was originally permitted in 1957, and renewed under EP-75-3 (Excavation Permit). An EIR <br /> was prepared in 1975,(EIR-75-6). The permit allowed the extraction of 1,500,000 cubic yards of sand and <br /> gravel. <br /> In 1981 EP(EP-81-61 was approved by the Board of Zoning Adjustment for the removal of 500,000 tons of <br /> material over a five year period. <br /> On August 3, 1989, the Planning Commission approved Quarry Excavation permit QX-89-2, with an expiration <br /> date of August 31, 2009. This was a renewal of EP-81-6. <br /> On March 4, 1999 the Planning Commission approved a Revision of Approved Action application to amend <br /> Ordinance Development Requirement No. 14 and Condition of Approval No.1. d. <br /> Ordinance Development Requirement No. 14: Duration of Approval: Extend the life of the permit 30 years from <br /> the original date of approval,with an expiration date of March 4, 2029. <br /> Condition of Approval No.1.d.-The excavation and rehabilitation shall progress as indicated in the submitted <br /> rehabilitation plan. The excavation and rehabilitation shall be complete prior to 30 years from the date of <br /> approval of the Revisions of Approved Actions. <br /> Neighborhood Opposition <br /> The Community Development Department received a total of 19 letters of opposition to the proposed application <br /> from 9 separate individual neighbors within the projects vicinity, including 1 letter from an attorney representing a <br /> number of the neighbors. The central issues are: noise from equipment and trucks, odor from the asphalt plant <br /> and dust. <br /> Noise <br /> Quarry excavation operations have been in existence on this site since 1957. The Community Development <br /> Department required;an acoustical study be prepared in order to analyze any project impacts as it relates to <br /> noise. An Environmental Noise Assessment was prepared by Bollard Acoustical Consultants on October 7, <br /> 2009 and submitted to the County on October 29, 2009. After reviewing the initial noise assessment, the <br /> CDD requested a revised noise assessment to address project truck traffic noise along East River Road. The <br /> initial noise assessment indicated project truck traffic noise exceeded the County Noise Standard of 65db for <br /> Transportation Noise Sources as outlined in Table 9-1025.9 of the Development Title. A revised noise <br /> assessment was submitted to the CDD on August 23, 2010. The revised noise assessment developed <br /> mitigation measures for noise generated by project truck traffic along East River Road. The following <br /> mitigation measure, which is included in the conditions of approval for the project, is expected to reduce <br /> project truck traffic noise impacts along E. River Road to at or below the County noise standard of 65db for <br /> transportation noise sources: <br /> If the extended hours of night operations begin before 10:00 p.m., the number of truck trips between the <br /> hours of 9:00 p.m. and 10:00 p.m. shall not exceed 66 truck trips (A truck trip is defined as leaving the <br /> quarry site and returning to said quarry site); and between the hours of 10:00 p.m. and 5:00 a.m. the <br /> number of truck trips shall not exceed 140 truck trips.
