The applicant has submitted additional measures to be included as conditions of approval. They include the <br /> following: <br /> • Submittal of,project documentation such as bid specifications, contract terms, or other similar <br /> documents to the CDD; and <br /> • Notification to the CDD of the proposed dates of operations; and <br /> • Notification:by mail to all residents within 1,400 feet of the plant who are listed on the assessor's roll <br /> or who have requested notices; and <br /> • During extended hours of operation, the work will be limited to the asphalt plant, loaders, water truck, <br /> and scale house; and <br /> • Maximum number of paving nights will not exceed 125 nights per year; and <br /> During the hours of darkness, mobile equipment will use strobe lights instead of audible backup <br /> alarms; and <br /> Truck Parking anywhere along River Road is prohibited; and <br /> • Use of Jake Brakes at the McHenry Ave/River Road intersection and along River Road is forbidden, <br /> and <br /> Trucks and.vehicles shall come to a complete stop before exiting the plant driveway onto River <br /> Road; and <br /> • Due to the ribise created by the super dump trucks while lowering their trailers down after unloading, <br /> L additional space has been provided, so the trucks can unload while driving forward, which will not <br /> activate the back-up alarms. <br /> Odor <br /> Regarding the odor from the asphalt batch plant, Caltrans is using Rubberized Asphalt Concrete (RAC)for <br /> mainline portions of Work. In processing RAC, there is a possibility that a burning smell might be possible in <br /> some areas near theplant. The applicant is aware of this and has arranged with their oil supplier to include an <br /> additive to the oil mixture to assist with alleviating the smell. Odor is not expected to be a significant impact. <br /> Dust <br /> Regarding the dust, the project was referred to and reviewed by the San Joaquin Valley Air Pollution Control <br /> District(SJVAPCD), the District determined that the proposed project will not exceed District significance <br /> thresholds, and concluded the project specific criteria pollutant would have no significant adverse impact on air <br /> quality. However, the project is subject to District Rule 9510 (Indirect Source Review).
