Analysis <br /> BACKGROUND: <br /> The portion of Benjamin Holt Drive between Gettysburg Place and Pacific Avenue is lined by <br /> commercial development (Lincoln Village Center) on both north and south side. Traffic through <br /> this section is moderately heavy as well as there is significant traffic trying to enter and exit the <br /> commercial driveways. There is also considerable amount of pedestrian activity along the <br /> commercial establishment. <br /> This transportation project studied the traffic and pedestrian situations on Benjamin Holt Drive <br /> between Gettysburg Place and Pacific to develop alternatives that would enhance safety and <br /> traffic flows, while having minimal impact on the operations of the adjacent business <br /> establishment. <br /> The 2010 San Joaquin County General Plan, adopted in 1990, identifies Benjamin Holt Drive <br /> within the unincorporated area as a 4-lane arterial. The existing four lane arterial (two travel <br /> lanes in each direction) has sidewalks on both sides of the road: however, there are no <br /> provisions for on-street parking. The installation of a two- way left turn lane is needed for <br /> improved safety and traffic flow and the proposed improvements to Benjamin Holt Drive are <br /> consistent with the County General Plan. <br /> Currently, the Lincoln Center shopping complex is comprised of two large areas situated both <br /> north and south of Benjamin Holt Drive between Gettysburg Place and Pacific Avenue. The <br /> current planning effort focused on what physical improvements could be constructed to balance <br /> the needs of safety and traffic operation improvements without detrimental affects on the <br /> businesses located within Lincoln Center. By phasing the recommended improvements, safety <br /> and traffic operation improve, while respecting the business interests of Lincoln Center. <br /> RECOMMENDED ALTERNATIVES <br /> Alternatives 1 or 4 reconstructs Benjamin Holt Drive, adding 12-foot wide raised median with left <br /> turn lanes in addition to four 11-foot travel lanes (two lanes in each direction). Alternatives 2 or 3 <br /> reconstructs Benjamin Holt Drive, adding 12-foot wide two-way center left turn lane in addition <br /> to four 11-foot travel lanes (two lanes in each direction). Phase One would construct a 12-foot <br /> wide two-way center left turn lane in addition to four 11-foot travel lanes (two lanes in each <br /> direction). This alternative would also include curb, gutter, and a 5-foot wide attached sidewalk <br /> to be reconstructed along both sides of the road. These improvements would improve the <br /> safety and flow of traffic on Benjamin Holt Drive while maintaining access between the Lincoln <br /> Center parking lots located north and south of Benjamin Holt Drive. Phase Two would construct <br /> a raised median along Benjamin Holt Drive between Gettysburg Place and Pacific Avenue to <br /> prevent direct access between the Lincoln Center parking lots at a future time if it is decided by <br /> Public Works staff that removal of this direct access is necessary for safety reasons. <br /> San Joaquin County (Benjamin Holt Drive Alternatives Analysis) <br /> Department of Public Works Page 2 J <br />
