The EIR addressed the following issues: visual and lighting; transportation and traffic; air quality and climate <br /> change and noise. The EIR identified significant impacts that could not be mitigated. These impacts are <br /> discussed in the staff report under"Discussion of Project Issues". <br /> The Community Development Department issued the Notice of Preparation (NOP) for the EIR on January 26, <br /> 2011 with a 30-day comment period ending on February 27, 2011. The NOP was circulated to applicable local <br /> and state agencies and surrounding properties. The environmental issues raised during 30-day comment <br /> period and scoping process were considered in the Draft EIR. The Draft EIR for the Munn & Perkins Quarry <br /> Excavation Permit was submitted to the State Clearinghouse (SCH#2005082001) on May 9, 2011. A second <br /> public notice for the Draft EIR was issued on July 11, 2011. The public review and comment period for the Draft <br /> EIR concluded on August 22, 2011. All oral and written comments received during the review period for the Draft <br /> EIR have been responded to and are included in the Final EIR. Where necessary, the text of the draft document <br /> has been amended as a result of the public review process. The Final EIR and notice of availability was mailed <br /> and e-mailed to interested persons, organizations, and local agencies on October 27, 2011. The Final EIR was <br /> distributed to the Planning Commission on October 27, 2011. <br /> DETERMINATION OF ADEQUACY OF THE FINAL ENVIRONMENTAL IMPACT REPORT <br /> The only determination to be made by the Commission in order to certify the EIR is whether or not it is adequate <br /> as described in Section 15151 of the CEQA Guidelines. This section states in part"an EIR should be prepared <br /> with a sufficient degree of analysis to provide decision makers with information which enables them to make a <br /> decision which intelligently takes account of environmental consequences. An evaluation of the environmental <br /> effects of a proposed project need not be exhaustive, but the sufficiency of an EIR is to be reviewed in light of <br /> what is reasonably feasible." <br /> It is the Community Development Department's determination that the EIR meets the intent of this section. The <br /> document thoroughly discusses all potentially significant environmental issues, contains all sections required by <br /> law, and adheres to all review periods and time requirements. All issues raised during the review of the draft <br /> document are thoroughly discussed in the Final EIR. <br /> Recommendation <br /> Certification of EIR.
