Analysis <br /> Project Site History <br /> The existing quarry was originally permitted in 1957, and renewed under Excavation Permit EP-75-3. An <br /> Environmental Impact Report was prepared in 1975 (EIR-75-6). The permit was for the extraction of 1,500,000 <br /> cubic yards of sand and gravel. <br /> In 1981 Excavation Permit (EP-81-6) was approved by the Board of Zoning Adjustment for the removal of <br /> 500,000 tons of material over a five year period. <br /> On September 12, 1989, the Planning Commission approved Quarry Excavation application no. QX-89-0002, <br /> with an expiration date of August 31, 2009. <br /> On April 14, 1998 the Board of Supervisors approved Development Title Text Amendment TA-98-0001 to allow <br /> for the Continuation of an Accessory Use for an existing Quarry Operation if the resources are nearly exhausted <br /> or have been exhausted subject to the approval of a Revisions of Approved Actions Application. <br /> Pursuant to the approved Development Title Text Amendment, the applicant filed a Revisions of Approved <br /> Actions application to modify the Conditions of Approval to permit the continued operation of the authorized <br /> accessory uses. On March 4, 1999 the Planning Commission approved this application and the Community <br /> Development Department has modified this Staff Report to correctly reflect the permitted Accessory Use(s) once <br /> the resources are exhausted. Permitted Accessory Use(s) shall include an asphalt batch plant, storage silos, a <br /> sand and gravel processing plant, truck scales, accompanying stockpiles, storage, offices, and shop. <br /> On March 4, 1999 the Planning Commission approved a Revisions of Approved Actions application for Quarry <br /> Excavation permit no. QX-89-0002 extend the life of the permit 30 years from the original date of approval, with <br /> an expiration date of March 4, 2029 and to the excavation and rehabilitation, shall be complete prior to 30 years <br /> from the date of approval of the Revisions of Approved Actions. <br /> Project Setting <br /> Permitted activities for the site consist of processing of aggregate materials (sand and gravel). Aggregate is <br /> trucked to the site from source pits, washed, screened and crushed. Additional sand is excavated from the quarry <br /> located northeast of the project site and transported via conveyor belts underneath East River Road to the <br /> processing facilities. The processed aggregate is either directly hauled to the construction site, or is used for the <br /> onsite asphalt concrete hot mix batch plant(AC plant). <br /> The site consists of reclaimed areas, reserve areas, wash ponds, production facilities, administrative offices, and <br /> access roads. The reclaimed and reserve areas are mostly planted in orchards. The orchards are farmed by <br /> independent contractors. The project site is adjacent to the north, south, east and west by agricultural lands <br /> (almond and walnut orchards)and scattered residences. <br /> Extended Hours and Nighttime Operations <br /> Pursuant to Development Title Section 9-1415.3(f)(4) the Director of the Community Development Department <br /> can grant on a temporary basis the authority to work extended hours to meet the operational needs of a specific <br /> project. Any request for the extension in the hour of operations shall be made in writing to the Director of the <br /> Community Development Department and include: <br /> i) The reason for the extended hours of operation, <br /> ii) The hours of extended operation and the day the extended operations are to commence <br /> and terminate, and <br /> iii) A copy of the bid specifications, contract terms, or other similar applicable documents, if <br /> applicable <br /> San Joaquin County QX-89-0002/Aggregates Inc. <br /> Community Development Page 4 <br />
