The Community Development Department has historically granted these requests for extended hours of <br /> operation for a minimum of 14 nights to a maximum of 32 nights from 2007 through 2011. The request from <br /> Munn and Perkins to operate at night are for roadwork and paving jobs and is due to traffic volumes at night on a <br /> roadway facility are typically much lower than during daylight hours, which is often the main reason that work is <br /> performed at night.Additionally, state agencies such as Caltrans are doing paving and roadway work on high <br /> traffic volume State Highways at night to reduce adverse traffic impacts and complaints by the public that <br /> typically occur when the same work is done during the day. <br /> Discussion of Project Issues <br /> Environmental Impact Report No. PA-0900114 (SCH#2005082001) was prepared for this project. Issues for <br /> which significant impacts that could not be mitigated were identified and issues that have been raised in written <br /> and oral comments are discussed below. As described in the EIR Chapter 2. "Project Description", the <br /> environmental changes analyzed in this EIR pertain only to the proposed changes in operating during nighttime <br /> hours 9:OO p.m. — 5:00 a.m. for no more than 125 days per year. All other permitted uses of the existing facility <br /> will remain unchanged. <br /> Visual and Liahtina <br /> Existing lighting at the plant consists of safety lighting at the processing area. The Public Works Department <br /> has expressed the need for additional traffic safety lighting at the plant entrance. Additional safety lighting at <br /> the plant entrance on East River Road would be the only additional lighting on the project site. Residential land <br /> uses are particularly sensitive to new light sources, however, there are no residences or other sensitive <br /> receptors near the project entrance that would be substantially affected by the addition of safety lighting. One <br /> rural residence to the east has a partially obstructed view of the project site, however new safety lighting <br /> will not be directly visible to this residence. Furthermore, because the project site is surrounded by almond <br /> orchards on all sides and because there is a long private driveway connecting the project site to East River Road, <br /> motorists traveling along East River Road and other rural residences in the area do not have direct views of the <br /> project site. Although the lighting would not be directly visible from identified sensitive receptors,there is a potential to <br /> create a source of glare on East River Road. General Plan Volume I, pg,VI-6 recognizes East River Road as a scenic <br /> route;therefore, this impact is considered potentially significant <br /> Mitigation Measures <br /> Measure 3.1.1: All outdoor lighting will be required to be fully shielded and shall adhere to Section 9- <br /> 1025.6 of the Development Code in order to minimize any impacts resulting from outdoor lighting on <br /> adjacent properties. <br /> Significance After Mitigation: The use of shielding and compliance with County standards for outdoor <br /> lighting would reduce the potential impact to less than significant. <br /> Transportation and Traffic <br /> A Traffic Study was conducted to determine the extent to which the proposed extension of operating hours to <br /> include nighttime activities at the Project site would adversely affect traffic flow conditions on area roadways, <br /> on the basis of estimated hourly trip generation during the nighttime hours of 9:00 PM to 5:00 AM, and the <br /> evaluation of level of service conditions with and without the Project. <br /> The intensity and nature of the Project activities associated with extending operating hours would vary, and the <br /> number of vehicle trips generated by that activity would similarly vary. The Project is expected to generate a <br /> maximum of 33 loaded truck trips (66 one-way truck trips) during the first extended hour (9:00 to 10:00 PM) <br /> and about 13 loaded truck trips (26 one-way truck trips) per hour between 10:00 PM and 5:00 AM, resulting in <br /> approximately 248 one-way truck trips between 9:00 PM and 5:00 AM. <br /> San Joaquin County QX-89-0002/Aggregates Inc. <br /> Community Development Page 5 <br />
