PREVIOUS CONDITIONS OF APPROVAL <br /> 1. Planning Division: <br /> a. The recycling plant shall not accept or produce waste materials which are not"inert waste," using the <br /> criteria set forth in Title 23, California Code of Regulations, Chapter 3, and Subchapter 15. <br /> b. All unprocessed recycling materials shall be removed from the site and disposed of properly, and all <br /> recycling apparatus shall be removed from the site prior to the completion of excavation. <br /> c. The rehabilitation of the entire project site for agricultural use shall be completed within two years after <br /> the completion of the excavation <br /> d. The excavation and rehabilitation shall progress as indicated in the submitted rehabilitation plan. The <br /> excavation and rehabilitation shall be complete prior to thirty (30) years from the date of approval of <br /> the Revision of Approved Actions. <br /> e. In order to ensure rehabilitation of the site and compliance with conditions of approval, the applicant <br /> shall provide financial guarantee. The type of financial guarantee proposed by the applicant shall be <br /> found acceptable by County Counsel. <br /> 2. Local Health District: <br /> a. No excavation is permitted in to the groundwater table without specific approval from the Regional <br /> Water Quality Control, Central Valley Region. <br /> b. The materials from an excavation shall not be deposited into any water course nor in any way <br /> contribute to the pollution thereof. <br /> c. Provide an approved potable water supply for all employees. <br /> d. Approved chemical toilets shall be provided for all employees. Toilets must be maintained in a clean <br /> and sanitary manner. Hand washing facilities must be provided on or near the approved chemical <br /> toilets. <br /> 3. Public Works Department <br /> a. During extended hours truck traffic and 'No Parking' along the River Road public right-of-way shall be <br /> monitored full time by the Applicant beginning one-half hour prior to any approved extended hour <br /> operations. <br /> b. Provide onsite lighting at the intersection of the River Road right-of-way and the east and west sides <br /> of the project driveway entrance in accordance with Development Title Section 9-1015.5(g). <br /> c. At the end of each day or nighttime production run of rubberized (aka tire derived aggregate)asphalt, <br /> the public haul route shall be inspected and cleared of asphaltic concrete produced by this facility. <br /> San Joaquin County QX-89-0002/Aggregates Inc. <br /> Community Development Page 12 <br />
