CERTIFICATION OF THE MUNN & PERKINS PROJECT FINAL EIR AND <br /> ADOPTION OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS <br /> AND STATEMENT OF OVERRIDING CONSIDERATIONS REGARDING THE <br /> ENVIRONMENTAL EFFECTS OF THE MUNN & PERKINS QUARRY EXCAVATION <br /> PERMIT(SCH#2005082001) <br /> A. INTRODUCTION <br /> The Environmental Impact Report(EIR) (State Clearinghouse No. 2005082001)has been <br /> prepared by San Joaquin County to evaluate the environmental effects of George Reed,Inc.'s <br /> proposed expansion of the hours of operation at the Munn& Perkins sand and aggregate facility <br /> on E. River Road near the City of Escalon to include nighttime activities between the hours of 9:00 <br /> pm.to 5:00 am-The proposed Project is described in Section B,below. <br /> The San Joaquin County Community Development Department is the lead agency as defined in <br /> Section 15051(b) of the Guidelines for implementing the California Environmental Quality Act <br /> (CEQA). <br /> B. PROJECT SUMMARY <br /> George Reed, Inc. (Applicant)has submitted a Revisions of Approved Actions Application to <br /> amend San Joaquin County Ordinance Requirement No. 4 of a previously approved Quarry <br /> Excavation Permit (QX-89-0002)to include nighttime activities between the hours of 9:00 p.m. <br /> to 5:00 am. <br /> B.1. Project Objectives <br /> The specific purposes and objectives of the Applicant in implementing the proposed Project <br /> include: <br /> • Produce asphalt during nighttime hours within the Munn&Perkins market to allow for <br /> competitive bidding of projects within that market. <br /> • Allow hours of operation to include the hours of 9:00 p.m. to 5:00 am.to provide for <br /> projects that contain specifications that limit work to nighttime hours. <br /> • Minimize noise effects on nearby receptors. <br /> • Limit nighttime operations to the minimum time necessary to serve identified roadway <br /> projects requiring night work. <br /> • Produce asphalt concrete as necessary to meet local, state, and federal highway project <br /> specifications. <br /> B.2.
