C.2. Custodian and Location of the Record <br /> Findings: <br /> The custodian of the Project record is the San Joaquin County Community Development <br /> Department. The documents and other materials, which constitute the record ofproceedings for <br /> the County's approval of this project, are located at the San Joaquin County Community <br /> Development Department, 1810 E. Hazelton Avenue, Stockton, CA 95205. <br /> C.3. Independent Judgment <br /> San Joaquin County retained ESA of Sacramento, California,to prepare the Draft and Final EIR <br /> documents for the proposed Project. The EIR was prepared under the supervision and direction <br /> of the San Joaquin County Community Development Department staff and reflects the <br /> independent judgment of the Community Development Department and the Planning <br /> Commission. The Final EIR consists of the Draft EIR plus the response to comments and <br /> changes to the Draft EIR. <br /> Findings: <br /> The EIR refects the County's independentjudgment exercised in accordance with CEQA Section <br /> 21082.](a)(c) by reviewing, analyzing and revising material prepared by the consultant; <br /> circulating the Draf EIR as a County document and certifying that the Final EIR refects the <br /> independent judgment of the lead agency. <br /> CA. Finding on EIR <br /> In determining that an EIR was required for the County's consideration of the Project, the <br /> County considered what level of environmental review was needed based upon the requirements <br /> of CEQA. The County evaluated the potential environmental impacts of all aspects of the <br /> proposed Project. The Final EIR comprises a project-level analysis (per CEQA Guidelines <br /> Section 15161). <br /> Findings: <br /> The proposed Project has the potential to result in significant impacts on the environment. <br /> Pursuant to the CEQA Guidelines, an EIR is the required environmental documentation for the <br /> County's consideration of the Project. <br /> C.5. General Findings on Mitigation Measures <br /> In preparing the Conditions of Approval for this Project, County staff incorporated the mitigation <br /> measures recommended in the EIR. In the event that the Conditions of Approval or Mitigation <br /> Monitoring and Reporting Program(MMRP) do not use the exact wording of the mitigation <br /> measures recommended in the EIR, in each such instance,the adopted conditions of approval are <br /> controlling and are intended to be identical or substantially similar to the recommended <br /> mitigation measure. <br /> 3 <br />
