D.2. FINDINGS REGARDING IMPACTS ANALYZED IN THE EIR AND <br /> DETERMINED TO BE SIGNIFICANT BUT MITIGATED TO LESS <br /> THAN SIGNIFICANT <br /> This section includes findings for project impacts which are potentially significant, but which are <br /> mitigated to a less than significant level with the imposition of mitigation measures. This <br /> Commission finds that all potentially significant impacts of this project listed below can and will <br /> be substantially lessened or avoided by imposition of mitigation measures. Specific findings of <br /> this Commission for each impact are set forth below in this section. <br /> No public agency shall approve or cavy out a project for which an EIR has been certified which <br /> identifies one or more significant effects unless the public agency makes one or more of the <br /> following findings, supported by substantial evidence in the record: <br /> • Changes or alterations have been required in, or incorporated into the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the final <br /> EIR <br /> • Such changes or alterations are within the responsibility and jurisdiction of another <br /> public agency and not the agency making the finding. Such changes have been adopted <br /> by such agency or can and should be adopted by such other agency. <br /> • Specific economic, legal, social, technological, or other considerations, including <br /> considerations for the provision of employment opportunities for highly trained workers, <br /> make infeasible the mitigation measures or project alternatives identified in the final EIR, <br /> but specific overriding economic, legal, social, technological, or other benefits of the <br /> project outweigh the significant effects on the environment. <br /> (Public Resources Code § 21081; CEQA Guidelines § 15091(a)). <br /> The County hereby finds that the following potential environmental impacts can and will be <br /> mitigated to below a level of significance, with implementation of the mitigation measures <br /> recommended in the EIR. <br /> Visual and Lichtine <br /> Impact 3.1.1 <br /> Implementation of the project has the potential to create a new source of substantial light or <br /> glare which would adversely affect day or nighttime views in the area (Final EIR,p. 3.1-5). <br /> Significance Before Mitigation: Potentially Significant. <br /> Facts: Installation of new light sources, for traffic safety or other purposes,has the potential to <br /> create glare on E.
